Herion has been big though for several years. You would never know if you looked at the area I live in it looks perfect.

You’re very mistaken, Meth was not unheard of eight years ago. It may not have been as prevelant as it is now, but it started becoming a problem in the 70s. Drug use may have gone down, but that doesn’t mean it went away, it just means less people are doing drugs. There is more drugs out there than just meth.
