If a restaurant would like to include alcoholic beverage as part of its menu are there additional business permits or other requirements necessary? And, also additional tax implication?

Check with your state liquor license bureau. You’ll definitely need your liquor license and all your severs will need their state alcohol server’s permits. Some states have different permits for just serving beer and wine and for serving hard liquor. It depends on where you live.
Every state is different but most states you do need permits.

There is a catering license that allows you to serve alcohol only for a preset time period, i.e. 72 hours, a cabaret license that allows you to serve alcohol at a strip club, a license that allows you to sell only beer and wine, and a license that allows you to sell any type of alcohol. A full service restaurant will likely have the last type, while a restaurant such as a dine-in pizza place will only serve beer and wine. Licensing fees vary by state, but the license that allows you to serve all types of alcohol will range around $3,000 to $10,000 per year. Most states do not charge extra taxes since alcohol is already taxed at the federal and state level when you purchase it.
