I have been to both places and I would say San Francisco by a landslide. Epsecially in the Haight-Ashbury, Tenderlon, and Mission districts of San Francisco. Probably like atleast half of the population in those 3 areas of the city are addicted to some type of narcotic street drug.

I don’t think you can isolate San Francisco as representative of any other place. SF has always had a lot of loons on drugs. Pick another liberal place, like Connecticut, and make the comparison – it would be more apples to apples.
it really depends upon the drug. larger city’s have crack,Xtacy,and heroin issues. while rural areas suffer from methamphetamine and larger marijuana use.
so theres no real way to compare
they are probably equal per capita. Drug use is a nation wide problem for the rich and the poor.

It probably take all of Utah plus some to equal the epidemic of san fran alone!!
But to be fair, if I choose to live in an earthquake region, I’d be on some kinda drug!! I’d have to be, to choose to live were the ground might open up and eat me!!!
In Utah religion is the drug of choice. Its addictive and destroys lives & families
