Welfare/War on drugs solution?

Do you think this would be at all effective? Take some of the billions of dollars that are being dumped into the war on drugs, and start drug testing welfare recipients. If they fail, they get no money and in order to receive money they would have to go through rehab, and pass the test.

I have a very logical solution to America’s drug problem. Constructive criticism appreciated?

I was watching CNN a couple months ago and they interviewed a couple people on the legalization of certain drugs. Some drugs should remain illegal for obvious reasons.
